If you wish to save money, you can do this by visiting vending machines shortly before the fight in The Factory, purchasing the upgrades and reloading the checkpoint after the achievement has unlocked. Simply visit a Minuteman's Armory and Veni Vidi Vigor vending machine and select all upgrades for one weapon and one vigor. You will likely unlock this throughout the course of normal story progression.
